40.01 AMERICAN LIBRARY ASSOCIATION (ALA)

40.011 The ALA Representative from OLA must be a member of ALA. (Adopted January 17, 1986)

40.02 CHILDREN'S SERVICES

40.021 Income from the summer reading program shall be allocated as the budget for the next year's program. (Adopted November 21, 1986)

40.022 Income from the summer reading program shall be allocated as the budget for the next year's program. (Adopted November 21, 1986)

40.03 CONTINUING EDUCATION

40.031 The Continuing Education Committee shall keep workshop costs low while not going in the red. Variable pricing structure for workshops and other programs would be appropriate. (Adopted January 17, 1986)*

40.032 Funds raised by workshops should come back to OLA, which would accept the risk involved in any possible shortfall. This policy is not applicable to Continuing Education workshops which are accounted for in a revolving fund. (Adopted October 24, 1983)*

40.04 LIBRARY SERVICES AND CONSTRUCTION ACT (LSCA)

40.041 All LSCA funds should be spent for local library grants. (Adopted September 26, 1986)

40.05 LEGISLATION POLICY

40.051 OLA recommends a change in the Oregon Revised Statutes to allow County Commissions of all affected counties to initiate by resolution the process of voter referral for the creation of multi-county library districts. (Adopted September 26, 1986)

40.052 Keep legislative policies on file until law is changed and then delete. (Adopted September 26, 1986)

40.053 The chair of the Legislative Committee shall be appointed for 2 years, after the legislative session, and in consultation with the President and the President-Elect. (Adopted May 18, 1990)

40.06 NUCLEAR FREEZE

40.061 OLA supports a Nuclear Freeze. (Adopted April 14, 1984 at a General Session of the OLA Conference)

40.07 OFFICERS

40.071 Because one of the responsibilities of the President of the Oregon Library Association is to serve as a liaison with the Oregon State Library Board and because, from time to time, a staff member of the State Library may be elected to serve as President and because a conflict of interest would exist when these circumstances occur; therefore be it resolved that in such instances a member of the association shall be appointed by the Oregon Library Association Executive Board to act as a liaison with the State Library Board and be it further dresolved that all travel expenses incurred in the performance of these duties shall be reimbursed as per the policies of the association. 40.08 OREGON STATE SYSTEM OF HIGHER EDUCATION (OSSHE)

40.081 OLA supports the Oregon State System of Higher Education Libraries' proposed automation budget. (Adopted September 26, 1986)

40.09 ORGANIZATIONS

40.091 OLA will support and facilitate the formation of a single unified Oregon Library Organization. (Adopted February 5, 1987)

40.10 PER CAPITA

40.101 OLA endorses the threshold criteria as an addition to Oregon Administrative Rules to be used in the future administration and distribution of per capita grants. (Adopted September 26, 1986)*
